What makes him Moist: The warm, humid climate of the Polynesian islands.

What makes him A Dad: His daughter, Moana.

Why he falls short of being the Moistest Dad: Chief Tui is eventually confirmed to embark on an sea voyage, during which he presumably was moistened by the ocean spray, but this does not occur until the final minutes of the film.

Don't misunderstand. In a sequel, he may become a better candidate for Moistest Dad. But in his current, extant film ouvre, his screen time sees him as too aggressive a proponent of landlubbery to be a contender for the number one spot.
